Angola is committed to consolidating a robust digital economy

Angola is laying the foundations for a robust and sovereign digital economy, capable of competing with agility and generating inclusive value, the director-general of the Institute for Administrative Modernization (IMA), Meick Afonso, said on Monday in Luanda.

Speaking at the opening of the National Artificial Intelligence Forum 2025, he stressed that Angola is reforming itself and building, with courage and method, the foundations of an intelligent, data-driven State focused on the dignity of its citizens.

He added that the country is experiencing a moment of technological, political, and economic inflection, where artificial intelligence is becoming the silent but decisive engine of global transformation.

In his view, AI can be as transformative as the Internet, but to do so requires preparation, vision, and commitment.

"More recently, we've entered a new phase in the development of artificial intelligence: the era of Generative AI. This technology, capable of creating text, images, sound, code, and even video based on simple human commands, represents a qualitative leap that redefines the very nature of computational creation and analysis," he said.

He emphasized that Generative AI does not replace human intelligence, but rather expands its capabilities, allowing a young entrepreneur to create a professional visual identity without resorting to expensive agencies, a rural school to produce teaching materials tailored to its context, or a ministry to analyze thousands of pages of legislation in minutes.

Meick Afonso stressed that this capacity for cognitive amplification should be understood as a strategic national asset.

"But such power requires responsibility. Generative AI raises legitimate questions about intellectual property, misinformation, and algorithmic bias," he warned.

Therefore, he continued, the commitment to adopting AI must be accompanied by robust public policies, clear regulations, and transparency and auditability mechanisms.

According to the official, ignoring Generative AI would be to forgo a historic opportunity. "Our duty is to understand it, shape it, and put it at the service of sustainable development, digital sovereignty, and the common good."

Meick Afonso understands that these moments are not just technological curiosities; they are clear signs that the future of productivity, competitiveness, and sovereignty depends on AI.

For digital transformation to produce concrete and sustainable results, according to the director, it is essential to consolidate a set of interdependent foundations, a secure and universal digital identity, which legitimizes access to services.

He also said it was important to have effective interoperability mechanisms that allow for the responsible and secure sharing of data between institutions, and the strategic adoption of artificial intelligence solutions to support evidence-based public decision-making.

He also cited a robust cybersecurity architecture that ensures trust and continuity; and the expansion of connectivity, so that no citizen or territory is excluded from the new digital development model.

"Artificial intelligence won't just automate tasks. It will redefine value chains, logistics networks, social policies, land management, legal practices, and even the concept of employment," he emphasized.
