Angola advances with Artificial Intelligence to modernize Public Administration

A Artificial Intelligence (AI) emerges as one of the most promising tools to support the modernization of Public Administration in Angola. The investment in AI in Angola is part of National Digital Transformation Strategy (2023-2027), which provides initiatives aimed at the digitalization of Public Administration, strengthening cybersecurity and training national staff in advanced digital skills.

In this context, at the invitation of Huawei, a delegation from the Institute for Administrative Modernization (IMA), led by General Director Eng. Meick Afonso, participated, from September 18 to 19, 2025, in the Huawei Connect 2025 and visited technology centers in China to learn about Artificial Intelligence (AI) solutions applied to Public Administration.

The mission allowed contact with infrastructures such as the supercomputer Atlas 900 A3, AI platforms and practical cases from Brazil and Kenya, where technology is already simplifying processes, improving customer service and boosting the digital economy.

This work builds on the Memorandum of Understanding signed in August 2025 between the IMA and the Artificial Intelligence Office under the Prime Minister of the United Arab Emirates. The agreement provides for the exchange of policies and legal frameworks, cooperation in the development of algorithms for intelligent public services, the launch of joint research projects, the training of Angolan AI professionals, and participation in international knowledge networks and events.

According to the Government AI Readiness Index 2024, Angola ranks 163rd out of 181 countries, with better results in digital infrastructure, but still facing major challenges in governance and the technological ecosystem.

Based on this assessment, the IMA is preparing the National Artificial Intelligence Strategy for Public Services, which will be based on technological sovereignty, interoperability of state systems, the valorization of public data, and investment in national talent. The objective is clear: to modernize Public Administration and bring the State closer to citizens and businesses.
