The macroeconomic scenario in Angola presents recovery prospects in 2018. The upward change in the price of oil in conjunction with new monetary policies will provide important contributions to the improvement of the current framework of currency shortages. At the same time, the Government's intention to promote structural reforms in the country will be fundamental to improve the business environment and thus attract foreign investment.

In this framework of reforms and aware of the need to improve the competitive environment in the provision of telecommunications services, the Angolan Government is in the process of public consultation for the attribution of an 4ª license as well as the intention to open part of the capital of Angola Telecom to the initiative toilet.

Will there be space for four operators in Angola? The question, always recurring in any geography, is legitimate and will naturally deserve careful consideration by potential investors. But there is a political and economic framework that tends to favor new investments.

Angola has a very young population and is always available for new offers of attractive telecommunication services and more adapted to the financial capacity of Angolans. A significant part of the Angolan population has very limited access (or even no access) to broadband and internet services.

There is therefore a vast market to explore, with the will to invest and the ability to innovate in technology and new services.

The new players pose relevant challenges. In the first place, the construction of a telecommunications network of sufficient quality and capillarity, in the shortest possible time, will allow to open a commercial offer effectively competitive with the operators installed in the market. Areas such as access to existing infrastructures or construction of own infrastructures, providing the network with the necessary means of transmission by leveraging the current offer in this field or taking the appropriate options for the deployment of own means will be vital for a rapid network rollout.

Human capital will also be decisive because Angola still does not count on qualified technicians in quantity to respond to new challenges. A new Operator will have to make decisions in this area to quickly gather rollout teams and prepare the resources for the Network operation.

Knowing the reality of telecommunications in Angola will allow a new Operator to take the best technological options.
