“Zengá” application modernizes static advertising in the municipality of Cazenga

The municipality of Cazenga, in the province of Luanda, taking the first step towards regularizing static advertising in that territory, with the launch of the application "Zenga”, confirmed the local administrator, Tomás Bica Mundumbo.

According to the municipality's administrator, the purpose of the application is to license all economic agents who use this medium to disseminate their brands and services, as well as to collect the due fees.

Already on the market for two months, the “Zengá” web application has already enabled more than 45 young people from the municipality to be employed who, in a first phase, act, above all, in surveying and registering the number of entrepreneurs and traders using static advertising.

For Tomás Bica, the importance of creating the application as a modern and innovative technical-scientific resource, as it thus comes to respond to advertising management, highlighting the guarantee of employability for young people who now start working in the registration and collection of advertising static.

"Advertising management requires technological and scientific knowledge, as well as specialized people, capable of actively responding to advertising management in modern times.”, said Tomás Bica.

The “Zengá” application is managed by the company Betanda, in partnership with Ocaso, and so far, it has already registered more than 2.500 economic agents in Cazenga who use static advertising on the facade of their establishments. In addition to licensing, the application will be responsible for collecting fees and issuing advertising licenses.

“Zengá” marketing director, Bruno Miguel, said that the application will soon function as a kind of citizen's portal, with powers to issue building permits, commercial permits and other documents important to citizens' lives.

It should be noted that with the “Zengá” application, the municipality of Cazenga becomes the first municipality in the country to comply with instruction No. “Municipalization of Licensing for Posting, Inscription, Installation and Dissemination of Static Advertising”, which guides that this competence ceases to be of the provincial governments.

The document directs that the municipal administrations would have 45 days, from the date of its publication, to replace the static advertising licenses, until then in force, with new ones, issued locally.

After the established period, refers to the Instruction, administrations must remove all static advertising improperly posted in the territory under their jurisdiction, without prejudice to the imposition of fines for administrative transgression against the ornamentation and beautification of public spaces.

“Municipal administrations or to whom they delegate apply fines to economic agents who violate the provisions relating to the exercise of the activity of fixing, inscribing and disseminating advertising”, guides the MAT, instructing provincial governments to inform, after 60 days, the aforementioned ministerial department on the application of the measure, and submit, quarterly, progress reports on the status of its application at provincial level.
