Reliable sources are saying that 11 and 11 Pro do not include the hardware for bilateral charging, but that it is software disabled. Somewhat has been removed prior to final production run.

In 2017 came the information that Apple's wireless charging platform would be available on 2018, which is not a reality so far. The forecast indicated that the system would be compatible with the iPhone 8, iPhone XAs well as Apple Watch.
The iPhone 11 lineup has all the hardware needed to enable the wireless charging feature, but it seems to be hidden.
