National banks continue to “devalue” Notice No. 16/2022 of the National Bank of Angola (BNA), which orders banks to process transfers and payments made on a Friday or the day before the holiday on weekends and holidays, according to an investigation by the newspaper Expansion.

According to that Angolan newspaper, two months after the norm of the insertion of the Real Time Payment System (SPTR 24/7) requested by the BNA, banking institutions continue to “drag” all compensation to the respective beneficiaries to Monday.

From what has been noted, the reason for non-compliance with this rule is the fact that some banks are still not prepared in terms of human resources, to the dismay of several and countless customers who expressed their concern with the fact that, after a transfer carried out in the last working day of the week, Friday, the values ​​have not entered the beneficiary accounts on the immediately following day, Saturday, and only on Monday were they entered. This goes against the Notice of the central bank that brought forward, on October 1st, the end of these delays in transfers from different bank accounts.

"Some banks are not complying with the measure due to lack of technical staff to be assigned to the operations room on weekends,” a source told the weekly.

In turn, a source from the management of one of the largest banks explained to Expansão that “part of the problem may be the fact that most banks have not yet adapted to the norm, since this liquidity assistance mechanism depends on the funds that banks have in the escrow account for these operations".

"When a bank does not have money in the account, the central bank covers it, but then this bank pays in the form of loans that must be repaid at the rate of the marginal lending facility. Some banks still do not internalize this“, He stressed.
