Cape Verde presents strategy to apply Digital Governance

The Ministry of Modernization of the State and Public Administration of Cape Verde has already prepared the Strategy for the Digital Governance of Cape Verde (EGDCV 2023/2026) and its action plan, whose main objective is to improve public services.

The Minister for Modernization of the State and Public Administration, Edna Oliveira, explained yesterday, quoted by Inforpress, that the EGDCV is the document defining policy measures in the field of Digital Governance, with a view to “a digital Cape Verde and a An agile, capable, resilient, reliable and transparent state, closer to citizens and companies at all stages of life”.

 “As is well known, the Government undertook, in its program, to implement Cape Verde's digital strategy, namely in terms of Digital Governance and for us it is extremely important to have the document that defines what the vision was, the goals to be achieved and the objectives”, he explained.

According to Edna Oliveira, this strategy also defines the path that the country must follow in order to reach the main objective, which is to improve public administration, taking advantage of the potential that information technologies provide today.

The EGDCV, according to the official, is structured into nine areas of intervention, with 55 structuring areas, organized into three groups, namely administrative structuring, which are the administrative conditions that must be created to ensure that the digital transformation process is smooth and of success. The second structuring area has to do with legislation, since, as explained by the minister, it is necessary to guarantee a strong regulatory framework to respond to possible conflicts that may arise.

“As we are transforming the country digitally, we are guaranteeing the interaction of citizens with the Public Administration and it is normal for problems and conflicts to arise.

So it is necessary to have a clear regulatory framework”, he maintained, pointing to the technological structures that are the mechanisms, tools, systems and platforms to guarantee this process. “The priority is to transform Cape Verde into an agile State, in which the citizen can have access to public services quickly, quickly and safely and there will be greater transparency because there will certainly be greater sharing of data and information, which will also allow the citizens can participate in decisions and the definition of public policies, improving and promoting citizen participation”, he added.

For a better implementation of this strategy, Edna Oliveira believes that it is essential to take connectivity into account.

In this regard, he added that the State has invested a lot in improving connectivity, indicating that a large part of the services already enjoy a fiber optic connection, with the information systems being improved, trying to guarantee the maximum possible integration and interoperability to overcome the problems so that citizens do not have to face the situation of going to a public service and it not being made available.
