Electronic contracting generates savings of 108,8 billion Kwanzas

The Electronic Public Procurement System has generated savings of 108.800 million kwanzas for the public coffers, since it was implemented, that is, in 2008, according to figures released by the Secretary of State for Public Finance, Ottoniel dos Santos.

According to the public manager, who was speaking at the opening of activities related to the commemorations of the eleventh anniversary of the National Public Procurement Service (SNCP), these numbers represent a gradual growth compared to last June, when the Secretary of State for Budget and Public Investment , Aia-Eza da Silva informed that the savings obtained at that time was 99 million kwanzas, which was 24% compared to the current 26%.

It was also revealed that the current savings values ​​represent 8,0% of the Gross Domestic Product (GDP), as well as 20% of the General State Budget (OGE), and that they were obtained through 56 procedures in the Electronic Public Procurement System, where the Secretary of State considered that there is still room to introduce improvements and increase the weight of these economic indicators.

For Ottoniel dos Santos, the Electronic Public Contracting System has helped to promote the strengthening of transparency and the confidence of economic operators and society, providing the creation of conditions to improve the business environment, as well as to boost national production and diversify the national economy.

In all, according to Ottoniel dos Santos, more than 2.400 contracts were registered and summary mirrors of contracts were made available on the Public Procurement Portal, where, in the opinion of the Secretary of State, it claims to be “a truly unique repository of public contracts and a tool for transparency of acquisitions made by the State”.

Finally, even at the event, the representative of the National Executive drew attention to the challenging scenario associated with the expansion of the Electronic Public Procurement System, as well as the Contract Management System, calling on both to “keep in good spirits in the face of resistance from some Contracting Public Entities in complying with the legislation”, stated Ottoniel dos Santos.

“in these 11 years, many steps have already been taken and should continue to be taken safely, through the definition of clear but ambitious objectives, with the hope that communication and information technologies, in a short future, will become a reality at a national level” adds the Secretary of State.

It should be noted that at the end of the ceremony, the E-Book of the Magazine of Public Contracts Vol.1 was presented, referring to the 10 years of the SNCO, of the Law of Public Contracts, as well as the holding of an electronic seminar that had the participation of representatives from the World Bank, the Public Prosecutor's Office of São Paulo, Brazil and the Public Finance Information Technology Service (SETIC-FP).
