The decentralization of public services in Angola involves digital inclusion, according to the Chairman of the Board of Directors of the Institute for Supporting Micro-Small and Medium-Sized Enterprises (INAPEM), João Nkosi.

The PCA, who was speaking at the closing of a workshop on Digital and Gender Inclusion in Microbusiness, held at the Moeda Museum, in Luanda, highlighted the importance of the digital age in formal informal businesses and the decentralization of services in the country's economic activity, such as lever for promoting digital and financial inclusion.

"We cannot think that digital and financial inclusion only occurs in Luanda, we have 164 municipalities, 18 provinces, so we have to focus on training all operators in this ecosystem. Note that the winners of the last edition of the Startup Summit 2023, organized by MEP, were young creatives from the province of Huíla, this is a clear sign that we must increasingly decentralize services as a way to promote growth and sustainable development in communities", said.

Still on the issue of decentralization of services, João Nkosi stressed the recent measure adopted by the entity he directs, namely the decentralization of the issue of company certificates.

"We recently took the decision to decentralize the issue of Company Certification, today, in any part of Angola, the entrepreneur from Maquela do Zombo, Humpata or Cuíto, can request his company certificate and adhere to the various tax benefits according to law nº 8/22 of April 14, therefore, we are talking about concrete initiatives that encourage digital inclusion and contribute to the improvement of the business environment”, he reiterated.

BUT: INAPEM technological platform for national startups

The head of INAPEM also highlighted a crucial element to strengthen digital inclusion, which is the articulation of communication between the various actors in the chain.

"It is essential to know how startups based in Luanda are communicating with others located outside Luanda. We have areas of INAPEM that have facilitated this contactee, we needed to integrate other public administration services that operate in that sector, incorporating simplified measures that encourage MSMEs to approach public services”, he stressed.

To inform that the workshop by UNDP and the BNA, in partnership with INAPEM, brought together members of the Angolan government, businessmen, accelerators, startups and figures from international institutions, aimed at promoting greater use of digital media in business management, strengthening the skills of entrepreneurs in relation to customers and promoting products and services, through various digital resources, addressing topics such as the financial inclusion of microbusiness agents, the challenges of reconverting the informal economy and the emancipation of women in the circular economy.
