The Angolan government will proceed with an international tender “with a view to the concession of public services for the exploitation of the company's national and metropolitan transport infrastructure Angola Telecom.
The measure aims to “capture the know-how of the private sector for the management and exploitation of infrastructure, as well as its expansion. It also aims to “train staff” assigned to the public company.
In the presidential order that approves the procedure, it is read that the measure was taken taking into account that the profitability of public companies is "intimately related to the ability to join synergies with other private, national and international operators, through the use of partnership expedients public-private services placed at their service or simply the concession technique, aiming at taking advantage of the skills and funds of national and foreign investors, boosting profitability and maximizing their profits”.
This public tender takes into account “the need to align the Executive's strategy to boost and monetize the Public Business Sector”.
The Minister of Telecommunications, Information Technologies and Social Communication is delegated competence, with the power to subdelegate, for the approval of the parts of the procedure, appointment of the evaluation committee of the competition, as well as the verification of the validity and legality of all acts performed within the scope of the international public tender, while determining that the finance minister must provide all the technical support necessary for the training and execution of the process.
