A The United Nations, through UNU-EGOV, UN ECA and UN DESA, organized the first edition of the SEADGov Forum 2024, which was attended by the Government of Angola, through the Institute of Administrative Modernization (IMA). The event, held from 30 September to 1 October in Pretoria, South Africa, brought together 18 countries from Southern and East Africa to discuss crucial digital governance issues.
IMA stood out in the panel on People-Centered Digital Governance Strategies, where it presented the Angola Digital Acceleration Project (PADA), financed by the World Bank, the Public Administration Digital Transition Agenda 2027 (GOVERNO.AO Agenda), the initiatives resulting from the partnership between the Government of Angola and the Government of Estonia, as well as the partnership with Microsoft for the materialization of the Digital Development Program.
The event also strengthened the relationship between IMA and UN DESA, the entity responsible for the biennial report that assesses the implementation of e-government services in the 193 Member States, with a focus on carrying out technical assistance missions to improve Angola's indexes in global e-government rankings. In the 2024 assessment, Angola moved up one position, adding to the two positions achieved in the 2022 edition. Over the last 10 years, Angola has moved up 18 positions in the e-Government Development Index (EGDI), rising from 174th position in 2014 to 156th position in 2024, strongly driven by the approval of the Global Architecture for Public Administration Interoperability.
SEADGov Member States agreed to take key actions, including conducting a collaborative analysis to study digital governance challenges in Eastern and Southern Africa, organising a series of webinars in 2025 to discuss emerging digital governance issues, applying the Local Online Service Index (LOSI) methodology to assess and improve local government portals, and establishing a regional committee to coordinate the forum’s activities and develop an action plan for the next six months.
