The Angolan executive will invest US$89 million to build the infrastructure of the National Cloud of Angola, train technicians and store and unify government services.
The project, which results from the signing, in December 2021, of a memorandum of understanding between the Government of Angola and the multinational Presight, was presented today in Luanda, in a ceremony that was attended by the Minister of Telecommunications, Information Technologies and Social Communication, Mario de Oliveira.
The minister referred that, with the project's implementation, the Government intends to promote the digital development of the national economy, a better citizen's perception of governance and government efficiency, bringing citizens closer to government actions, cultivating local talent in the use of ICT ( information and communication technologies) and cloud services, as well as laying a foundation for digital transformation across Angolan industry.
"It is a unified government cloud built on government 'data centers' to provide over 80 services“, said Mário de Oliveira, stressing that the project provides for the migration of existing applications and the implementation of new applications for the unified government cloud ('cloud').
Speaking to the press, the director general of the National Institute for the Promotion of the Information Society (Infosi), André Pedro, said that the project will be created within a period of 15 months, and should be completed between February and March 2024.
André Pedro said that the main 'data center' (in Camama) will be built from scratch, and the current secondary 'data center' will be rehabilitated, the 'backup' at the Telecommunications Institute.

The data centres, which will occupy an area of 5.320 square metres, will house 204 server cabinets, promoting a cost reduction in the electronic communications machine of the Government of Angola.
"What we want to do with the construction of this infrastructure is to reduce the number of queues in obtaining electronic services from the Government of Angola, eliminate the limitations that have existed in obtaining services in the registration of public tenders, for example“, explained the official.
The director general of Infosi underlined that the Government's forecast is the satisfaction of the citizen, in the search for the electronic services of the Government of Angola, namely to facilitate the population in obtaining certain public services, such as registration in public tenders, obtaining the identity card , issue of passports, among others.
André Pedro stressed that, with the government cloud, the State intends to reduce as much as possible a problem that citizens experience when they go to some State and even private institutions, the lack of a system for the provision of services.
"We want to reduce it as much as possible, removing almost complete dependence on an Internet signal to provide the electronic public service. What is assumed is to create this private network of the State, interconnect ministerial departments to the 'data center' of the Government and by this way have this private network completely separated from the Internet service“, He stressed.
The project, continued the official, also aims at reducing costs and overlapping investments in the construction of data centers, exemplifying that currently, in order to maintain the license for electronic data to be inviolable, the ministry has an annual cost of around 15 million kwanzas.
