Ministry of Finance launches portal to increase revenue collection level for local administrations

Yesterday (10) the Ministry of Finance launched the platform “The Municipality Portal“, which consists of a centralized technological solution, which allows the monitoring of the entire process of collection of fees, licenses and fines, an event that had the presence of the MenosFios team.

The official launch of the portal was made by the Secretary of State for Budget and Public Investment, Aia-Eza da Silva, who said that “The development of the Municipality Portal introduced a paradigm shift, as a SUB CUT (Single Treasury Account) was even opened, where the revenue is deposited, thus ensuring its immediate return to the collecting body".

The Governor also recalled that before the tool was implemented, the revenue was deposited in the Single Treasury Account, via the Tax Offices.

"Now, citizens pay directly to Municipal Administrations and Provincial Governments, using the State's revenue payment channels, based on a Single State Payment Reference (RUPE), and the revenue is immediately available."

He also stated that because the Portal is a platform accessed via the Web, there are still some challenges in the field of telecommunications by some Municipal Administrations, but its implementation was carried out in 164 municipalities.

This portal was designed to be made available to citizens and Local Administration of the State (OALE), where they can monitor the services requested from provincial governments, as well as municipal administrations and urban and communal districts.

Portal do Munícipe is a technological solution that allows the monitoring of the entire life cycle of the collection of fees, licenses and fines resulting from the services provided by local administrations under the terms of Presidential Decree nº 47/18, of February 14th.

The implementation of the system has other advantages, such as improving the service to service users, that is, to citizens, providing greater revenue collection, and speeding up the immediate return of collected revenue to local administrations.

Also note that we can find in the Citizen's Portal records and management of data from citizens and their aggregates, as well as processing requests for services from citizens, based on the Presidential Decree on fees, licenses and other revenues of OALE and the rest of the transfer of legal powers, within the framework of the regulation of the Law on Local Administration of the State.

Documents on the services provided to citizens, such as certificates, aggregate declarations, authorizations, construction and advertising licenses, mining rights concessions, civil construction, fishing rights and others, can also be issued in a standardized form on the Municipality Portal, where , it is also available to consult information about decisions and a summary of the fulfillment of requests.
