
The proposed General State Budget (OGE) for 2026 foresees a distribution of 6,75 trillion kwanzas (approximately 7,3 billion dollars) across 50 programs, framed within the 16 strategic policies of the National Development Plan (PDN 2023-2027). Although land-use planning absorbs the largest share, with 1,73 trillion kwanzas, the document also highlights the strengthening of digital transformation and innovation in the education, health, and public administration sectors.
Infrastructure and territory: the foundations for smart cities.
According to the Executive branch, the land-use planning policy will be implemented through four programs, focusing on modernizing infrastructure and improving urban mobility, which are fundamental elements for the development of smart and connected cities.
The road infrastructure construction, rehabilitation, and maintenance program will receive 1,31 trillion kwanzas, while 289,83 billion kwanzas will be allocated to the rehabilitation of public buildings and social facilities, ensuring a more resilient and digitally integrated infrastructure.
Education and digital innovation: the future under construction.
The education, youth, employment, and innovation policy will have 756 billion kwanzas allocated across six programs aimed at expanding access to education, improving the quality of education, and promoting technological innovation and employability.
The highlight is the program for expanding and modernizing the education system, with 524,7 billion kwanzas, which includes the use of digital technologies in classrooms, teacher training in technological skills, and the expansion of school coverage.
Higher education and scientific research are also receiving a boost, with 199,1 billion kwanzas, to promote the production of scientific and technological knowledge in the country.
Digital health and service modernization
The health sector will receive 598,8 billion kwanzas, allocated to the program for expanding and improving the national health system. The objective is to modernize hospitals, equip units with advanced medical technology, and strengthen the digitalization of services, facilitating access to data and patient monitoring.
Modernizing the State: Efficiency and Electronic Government
The state modernization policy will include seven programs, including the Public Administration Capacity Building and Modernization Program (136,7 billion kz) and the Justice Administration Reform and Modernization Program (89,6 billion kz). Both integrate projects related to digital transformation, simplification of administrative processes, and improvement of digital access to public services, central pillars of e-government.
