
The Bill for Regulation of the Exercise of the Activity of Taxi on Digital Platforms, with the aim of offering higher quality services, increasing tax revenue and reconverting the informal economy, is awaiting submission for consideration by the Council of Minister and receiving approval for the effectiveness of the activity rules.
According to what is revealed by the weekly newspaper Novo Jornal through a source from the National Land Transport Agency (ANTT), the process of regulating passenger transport activities using digital platforms has already been reviewed by several entities in “function of tax, fiscal and security powers" for "due contributions“, pending scheduling in “seat of higher bodies for its approval and publication".
Among the range of institutions, the proposal for the legal regime for the exercise of taxi activity on digital platforms was made available to the Ministry of the Interior, the Ministry of Telecommunications, Information Technologies and Social Communication, thus being “everything ready” to convince the “hard core” of the Angolan Government.
According to Rosete Celestino, director of Circulation at ANTT, the regulation of the exercise of the activity of taxi via digital platforms is set out in Presidential Decree No. 128/10, of July 6, and procedures are underway that will culminate in the promulgation and entry into force of the Law that will define the manner in which the activity must be carried out.

The future regulation, emphasized the person responsible, will have the scope of defining the operators of the platforms dedicated to providing this important service and the drivers included in them, in order to assess the link between the operator of the digital platform and the driver of the vehicle.
According to Rosete Celestino, the emergence of digital platforms is welcomed by the Executive, as they significantly contribute to improving mobility, which gives their operators the quality of economic agents that should be embraced by the Angolan State, without neglecting the economic benefits and improvement in the quality of life of citizens.
The revenues arising are the responsibility of the Ministry of Finance, while the regulatory body is limited to dealing with aspects related to urban mobility.
