Social networks have already become problematic for governments, ask the Egyptians, Libyans, Syrians and company. But now it seems that politicians have seen that they must follow evolution. Nothing better than to interact with the people who vote for them, so much so does the information that 75% of heads of state have a official twitter account.
We analyzed 164 countries, finding out that 123 have their representatives registered on Twitter, either by a personal account or by an official government account.

As for Angolan leaders, I think it is easier to find Bornito de Sousa. It seems to me someone very connected to technology.
I once gave a lecture at the university I graduated from and he used an iPod Touch to check its contents. This was in the year 2010.
He (and some other managers) have a Facebook account, but I haven't found Twitter yet…
