The fee will be applied to users of services "including platforms like WhatsApp and Facebook video calls," said the Kampala National Assembly, which has yet to approve any plans.

Human rights activists disagree and some criticized the measure on social networks. "It is a broader attempt to restrict freedom of expression," said Rosebell Kagumire, a well-known human rights activist in Uganda. Of the 41 million people in Uganda, around 17 million are Internet users.
