Mozambique. Staff turnover is a challenge in digitalizing payments

The high turnover of personnel in State bodies and institutions in Mozambique, which has created systems incapacity, is one of the great challenges that the Center for the Development of Financial Information Systems, Public Institute (CEDSIF, IP) faces in assisting establishments government agencies in the process of digitizing payments.

This misfortune has overloaded CEDSIF in its training actions for the creation of capacity to use the referred systems, where speaking in a publication in the Bank of Mozambique, Jacinto Muchine, Executive Administrator of CEDSIF, says that another challenge with which the distribution Mozambican public sector faces is the permanent need to instil a greater sense of integrity and accountability in system users in the face of risks associated with the management of financial resources by technological means.

The Manager also pointed out that the data communication network is unfortunately very stable, most of the time, which also contributes to intermittent systems availability.

"The costs of carrying out digital transactions through electronic money wallets are also high, which can make access costly for the most vulnerable people.“, reiterated the Administrator.

Muchine also added that in general the challenges of any technological project are common and revolve around the corrective and evolutionary maintenance of the implemented products, particularly in the context of e-SISTAFE, as this aggregates several modules in use with a growing number of users.

It should be noted that, as a result of the activities carried out by CEDSIF in Mozambique, around 99,9% of State employees and agents receive their salaries in their bank accounts through electronic bank transfers.
