Os mobility apps existing in Angola, such as Heetch, Kubinga, Yango, TLeva and others, are not yet legalized in the country, according to the Ministry of Transport (MINTRANS).
As revealed by the New Journal, MINTRANS is currently working towards the licensing of mobility apps activity later this year, in order, namely, to stem the growth of crimes committed inside vehicles.
At the moment, the ministerial body is carrying out the process of listening and collecting contributions for the formalization of this activity in Angola, and, according to the Secretary of State for Land Transport, Jorge Bengui, the rules that will come, as soon as the diploma is approved , will be to create conditions to guarantee the safety of passengers
"From the technical condition of the vehicle, the knowledge of who the driver is, his social and criminal history and the licensing of the activity itself.”, said Jorge Bengui in statements to Rádio Nacional de Angola.

The Secretary of State also points out that the lack of legalization of this activity has allowed loopholes for criminals to take advantage of the situation and “do their thing”.
"We are receiving complaints that some providers of these services commit crimes, pretending to be car taxi drivers in taxi service by application. The lack of formalization of this activity offers space and leeway for those who use vehicles to commit crimes”, He stressed.
Therefore, Jorge Bengu concludes that when the activity is formalized, the applications of taxis in service will be made available to the National Police through the Integrated Public Security Center (CISP).
A good policy and protection measure for the simple citizen who goes in search of these services, through applications, to a certain extent facilitated, but that many criminals can turn good practice into bad.
