National Bank of Angola warns that electronic money wallets need a license

One solution that companies that manage online stores, to facilitate payment and reduce risks, is to have an electronic money wallet (Wallets) integrated with the store. It seems that the success of e-Commerce and Wallets has attracted the attention of the regulator of the financial system in Angola, the BNA.

Below is the official statement from the National Bank of Angola (BNA) on the mandatory licensing of electronic money portfolios:

Banco Nacional de Angola, within the scope of its function as regulator and supervisor of the financial system, has verified in the Angolan market, an increasing number of applications with electronic wallets integrated "wallets", not constituted as payment service providers.
Thus, considering that the activity in question is reserved for payment service providers provided for in paragraph g) of paragraph 1 of article 7 of Law no. 12/15, of 17 June, Basic Law of Financial Institutions, and in order to ensure the objectives of public interest established in Law No. 05/05, of 29 July, Law on the Payment System of Angola, namely, security, efficiency, operational reliability and transparency;

If there is a need to comply with the rules defined in the Basic Law for Financial Institutions, in Notice no. 07/2018, of 29 November, on the Requirements and Procedures for Authorizing the Establishment of Non-Banking Financial Institutions and in Notice no. 07/2017, of 12 September, which enables the exercise of the activity of providing payment services, Banco Nacional de Angola recommends that all companies operating in this field, without being qualified for this purpose, address a message to the e-mail from the BNA Payment System Department, [email protected] containing the following information: 1. Name of the legal entity; 2. Application name; 3. Reference of the entity in the Multicaixa System.

Banco Nacional de Angola will communicate individually with each entity about the realization of a webinar, with the objective of presenting the regulatory requirements for the licensing of payment service providers, being granted a period for this purpose, under the terms of the legislation in force.
