Cape Verde submits a law proposal to regularize the electronic services system

The Specialized Finance and Budget Committee (CEFO) of Cape Verde considers that the proposed law that approves the legal regime for digital services and electronic commerce is in a position to be discussed and approved by the plenary of the National Assembly, Inforpress said yesterday.

The proposal, being submitted to Parliament by the Government, is applicable to information society services, in particular the provision of all types of intermediary services, including those corresponding to electronic commerce activities, aiming to frame the offer of digital services and increase the activities of e-commerce operators and, consequently, improve Cape Verde's competitiveness internationally.

The aim is also to contribute to consumer protection, ensure greater certainty and legal security in electronic transactions and promote a safer online environment. After being assessed by the committee yesterday afternoon, both deputies from the Movement for Democracy (MpD) and the African Party for the Independence of Cape Verde (PAICV) considered that the diploma is in a position to be submitted, discussed and generally approved at headquarters. of the plenary session.

MpD deputy, Isa Miranda, stated that this is a proposal that makes perfect sense, taking into account digital and everything it supports, not only in terms of people's lives, but also in terms of commerce and administration public. “Digital is in fact irreversible. Cape Verde must follow or, at least, try to follow international dynamics in matters related to digital. And, effectively, there has been a path taken for some years in this matter. The Government's program, as well as PEDS I and II, the creation of a Ministry focused on digital, this all embodies the intention of showing that there is a firm position on the part of Cape Verdeans”, she maintained.

In this sense, the deputy from the party that supports the Government welcomes the initiative that she considers important and imperative to guarantee the country's alignment with international practices and trends, particularly through rapprochements with the European Union. “With the conditions that have been created, today we have more possibilities to participate in this digital world, with opportunities to create service-providing companies. Cape Verde today buys and can sell services on a global scale and this regulation makes perfect sense,” she added.

For his part, PAICV deputy Walter Évora stated that it was a necessary and useful law proposal, which was already needed taking into account the current reality in Cape Verdean society, where a large part of services and commerce is carried out digitally or electronically. “This diploma comes, in a way, to fill a gap in this matter. There is, therefore, an effort in this diploma to have greater control over digital services and electronic commerce,” he said.

“For example, a service registration system was created, which is very important, regulating the resolution of existing conflicts, means of payment and the protection of minors. It is a diploma that brings light and is necessary and very useful when it comes to digital services”, he added. Walter Évora warns, however, of the need to delve deeper into some matters such as, for example, the issue of payment methods and systems, where the diploma requires, for example, that they must be previously authorized by the Bank of Cape Verde.
