Microsoft does not want to lose more space for competition, it's understood, Facebook with Messenger + WhatsApp, Google, Viber, among other applications that allow the exchange of messages across platforms.
After it has been added to the Outlook.com during the past year, Skype will have a separate application called Skype for Web.
For now this application is in beta and will be made available slowly to a small number of users. This period will serve as a “thermometer” to evaluate the application's performance in a few months, when it is made available to the general public.
To find out if you were selected to test the new application, log in to your account at Skype.com and check. Odds are low, but trying is not forbidden.
With this measure Microsoft will try to recover some lost ground over recent times, making it easy to use the application even in the corporate environment.

I find it kind of difficult, Facebook is undoubtedly still in the preference of the crowd, but with WhatsApp.
