Angolan Parliament approves Bill on Cryptocurrency Mining

The Angolan Parliament once again discussed and voted, chapter by chapter, on the Proposal for Law on Cryptocurrency Mining and Other Virtual Assets. The discussions took place at the headquarters of the 1st, 2nd and 5th Committees (Legal Affairs, Security and Internal Order, Economy and Finance) and lasted for almost two hours, given the fact that the deputies chose to vote item by item.

During the analysis of the document, parliamentarians raised some concerns, with the deputy from the party with the largest number of seats António Paulo clarifying that the Law does not seem to have a correspondence between the problem it intends to solve, which is “criminalize mining”, which affects our electrical system and also the energy system, which raises national security problems.

"The mining that has been done so far has nothing to do with digital currencies or those created in Angola, or licensed by the Central Bank. Therefore, we want to solve a problem that does not fall within the scope of article no. 1 of this Law. I think this issue should be better clarified"He argued.

For the deputy from the same party with the largest number of seats Lizete Gonga, the study of cryptocurrencies becomes difficult in the Angolan legal system.

"It is true that we can carry out studies compared to other realities, but for us, at this stage it is very difficult. We have the issue of national security, money laundering, terrorism, these are also issues that we have to look at, in addition to money laundering.”, he shot.

It is not known for certain whether, during the discussions carried out by each of the committees and in the votes for each item, there were changes to the aforementioned bill, but there are guarantees that the bill has already been approved in these specialties and that in any case will be submitted to the Plenary of the National Assembly for approval.
