PR canceled the public tender of 4ª mobile phone operator in Angola

Recently the Telstar was announced as the fourth mobile phone operator in Angola. During the contest, a total of nine companies expressed an interest in the license, six of them had the specifications, three were selected and, in the end, won the Telstar Lda proposal.

In order to ensure a clean and transparent process, the President of the Republic has determined, in accordance with Article 120 (d) and 5 No. 125º, both of the Constitution of the Republic of Angola, in conjunction with Article 78º of Decree Law no. 16-95, 15, and 1 number of 24 Article 9 / 16, of 16 June, the following:

  1. The result of the International Public Tender for the award of the Electronic Communications Public Service Concession Contract for the attribution of a Unified Global Title for the 4º Global Operator in the Telecommunications sector is annulled;
  2. The Minister of Telecommunications and Information Technology shall, within 30 days, instruct the necessary dossier to formalize the opening of a new tender;
  3. Presidential Dispatch No. 21-A / 18, of February 23, is revoked.

It is not clear what led to the cancellation of this public tender, but the truth is that Telstar is no longer the fourth mobile phone operator in Angola. We do not know for sure what led the President of the Republic to cancel the aforementioned, but we believe that in the coming days we can have a statement from the Minister of Telecommunications and Information Technologies in the person of Eng. José Carvalho da Rocha.
