Government is finalizing a bill to regularize personalized taxis

The Angolan Government (through National Land Transport Agency -ANTT) is concluding a Bill to Regulate the Exercise of Taxi Activities on Digital Platforms, with the aim of offering better quality of services, increasing tax revenue and reconverting the informal economy.

The information was provided by ANTT's Director of Circulation, Rosete Celestino, on the sidelines of the International Shared Economy Forum (FIEC) 2023, which served to discuss matters linked to the use of new technologies in the provision of services with a broad scope in the different domains of the economy .

Rosete Celestino mentioned that the regulation of the exercise of taxi via digital platforms is set out in Presidential Decree No. 128/10, of July 6, and procedures are underway that will culminate in the promulgation and entry into force of the Law that will define the manner in which the activity must be carried out.

The future regulation, emphasized the person responsible, will have the scope of defining the operators of the platforms dedicated to providing this important service and the drivers included in them, in order to assess the link between the operator of the digital platform and the driver of the vehicle.

As a regulatory body, he stressed, ANTT took safe steps so that the proposed Law on this matter would be drawn up and published in the near future, adding that “it is premature to advance a time horizon”.

“The regulatory body recently summoned the main operators of this system, such as Kubinga, the Heetch, Yango, Uber, T’leva and others, who, together, worked towards the preparation of this bill, because the approval of the regulatory framework does not depend exclusively on ANTT”, he informed.

According to Rosete Celestino, the emergence of digital platforms is welcomed by the Executive, as they significantly contribute to improving mobility, which gives their operators the quality of economic agents that should be embraced by the Angolan State, without neglecting the economic benefits and improvement in the quality of life of citizens.

The revenues arising are the responsibility of the Ministry of Finance, while the regulatory body is limited to dealing with aspects related to urban mobility.
