This Meta initiative is related to the decision of its Oversight Board (Meta's 'Supreme Court') in relation to a video that maliciously stated that US President Joe Biden interacted inappropriately with his granddaughter . Despite agreeing with the decision not to remove the video, the Oversight Board further noted that Meta should “reconsider” the policy regarding manipulated photographs and videos.

For its part, Meta recognizes that the "The recommendation to offer transparency and additional context is a better way to deal with manipulated media and avoid the risk of restricting freedom of expression unnecessarily".
